To find Bellsprout in Pokemon Legends Z-A, trainers must first have access to Wild Zones 5 and 10. In the first Wild Zone, you can check for patches of grass and look for anything that stands out. You can either draw its attention and challenge it to a battle.

This is a good method that will weaken them before you can throw a Poke Ball. Be careful not to drive it to fainting to avoid waiting for a few minutes for it to respawn. We recommend using more effective Poke Ball variants for a faster catch.

Evolution Is the Way

As for Weepinbell, you can progress the story to mission 14 and gain access to Wild Zone 13 to find this Pokemon. Alternatively, you can use the same Bellsprout and have it reach level 21 to evolve. There are faster ways to gain levels without earning XP from battles, such as using enough Rare Candy.

Lastly, you can use a Leaf Stone to evolve your Weepinbell into a Victreebel. You can purchase various evolution items from the Stone Emporium in exchange for Poke Dollars. There is no other way for trainers to reach the final evolution form without using a Leaf Stone.
