The Bailiff is a building you can construct in (EU5) Europa Universalis 5, which is extremely broken and unbalanced. It helps you easily gain control in faraway regions with very few drawbacks to discourage you from using it.

Why Is the Bailiff So Broken in Europa Universalis 5 (EU5)?

This specific building has one basic use, which makes it great for any colonization mission. You can use this structure to extend your Control in whichever location you place it. It would not be an exaggeration to say that Control is a priority for your nation.
Unfortunately, the developers have nerfed Bailiffs before the full release. Despite this, it remains a useful structure to use for a few reasons:
- It adds a flat 20% Control in whatever region you place it.
- This Control spreads to nearby locations on a diminishing basis.
- Sort of acts as a second capital by spreading control based on proximity.
- Especially useful when you want to increase Control in faraway and remote regions.
However, there are some drawbacks you need to be careful about when using this structure. These include:
- Increases Nobles Power in the region by 50%.
- You will need 10 Nobles to keep it functioning. This is further compounded by the above debuff.
- You will also need Paper, Tools, and Weaponry to keep it working.
- Additionally, the nerf further adds building maintenance costs to this structure.

As you can see above, it takes a full year for the construction of the building to finish. You will most likely be able to acquire the above-mentioned resources quite easily. The real challenge lies with the 10 Nobles.
Since Bailiffs are more useful further away from the Capital, in remote regions, it won’t be easy to find Nobles in these areas. You will likely have to promote some people into the nobility class.
