Justice is a unique shotgun you can get without having to play through a long quest chain or kill a formidable enemy to loot. Additionally, it comes with the Staggering effect, which which has a chance to incapacitate your target on impact.

Justice Location and where to find in Fallout 4:

  • Location: Covenant
  • Dropped by/Looted From: Bought from Penny, the general merchant in the town of Covenant.

How to get Justice Shotgun in Fallout 4

To get Justice in Fallout 4 you need to locate the town of Covenant, which is southeast of the Sanctuary. There isn’t a specific main quest that will lead you to Covenant, although you may hear mention of it in NPC dialogue before you discover it. However, a quest called Human Error will start once you reach the town.

Furthermore, you want to be careful, at least at first, of not starting any hostilities. If the town is hostile to you, the merchant will be unavailable. Additionally, if the merchant is killed for any reason you will completely lose access to her stock.

Penny is the merchant of the trading post in Covenant, and we highly recommend you visit her early on before you get too far into the Human Error quest. Depending on your story choices, she may become unavailable later on. Penny will have Justice in stock, along with the Destroyer’s Helmet for sale.

How to use Justice

Justice is a unique shotgun with the Staggering effect, which has a chance for you to stun targets on impact. This legendary effect can be hugely helpful, as the stagger can stop even tough enemies in their tracks. However, some enemies in Fallout 4 are immune to stagger. Therefore, you’ll want to know your enemy types and keep an eye on if the stagger appears to be ‘working’ or not.

Justice is a great weapon choice for a Shotgun Build, and will give you great blasting power against short to medium-range enemies. However, shotguns are generally weak against long-range targets. Therefore, it’s best to pair it will something like the Overseer’s Guardian Sniper Rifle.
