How to Get Tinker Tom Special in Fallout 4
In Fallout 4, you must first ally/join the Railroad organization before you can purchase the Tinker Tom Special from merchant Tinker Tom at the Railroad HQ. You can find the Railroad HQ inside the crypt of the Old North Church, which is near the west coast of Cambridge.
The first time you visit this location, the secret entrance will be locked. You can find the door at the end of the basement tunnel, which ends at a golden Freedom Trail marker. This circular marker will have the words “The Freedom Trail – Boston” and an arrow pointing to the left. You can interact with this marker and turn the words clockwise and counterclockwise.
Therefore, turn the dial to spell the word ‘Railroad’ and then the door to the left of the marker. You’ll immediately be confronted by the Railroad leader, Desdemona, and two other members. Desdemona will speak to you at length, and in the end, you will automatically receive the quest for Tradecraft. Complete Tradescraft, and you will be invited to join the Railroad organization at the end.

How to use Tinker Tom Special
The Tinker Tom Special hunting rifle is an excellent early-game weapon you can pick up relatively easily and will benefit low-level Sniper builds. The Stalker’s legendary effect will increase your VATS accuracy when not in combat. Therefore, this makes it a great weapon with which to open combat. Combine this with the Perception Rifleman perk and the Luck Better Criticals perk, and you’ll be well on your way to killing enemies in one shot. Moreover, this weapon benefits from the Bloody Mess perk for exploding kills. Lastly, look to upgrade the receiver to non-automatic and barrel for even more range.
Unfortunately, the Stalker effect only applies when you are not in combat. Therefore, if you don’t kill your enemy in the first hit, subsequent shots from the Tinker Tom Special will be less effective.
