Blackbeard’s contribution to Ace’s death and the capture of Garp have already made him heavily connected to Luffy. Both villain and hero are some of the strongest figures in the series, actively competing to find the One Piece. Hence, many fans expect Blackbeard to be one of the final antagonists of the series, causing an earth-shattering battle against Luffy.

2) Big Mom

This marked the end of a villain who overestimated himself and stuck around for longer than necessary.
2) Buggy
Buggy the Clown is a beloved One Piece villain who played a major role in the Orange Town Arc. While his Bara Bara no Mi seemed powerful in the first half of One Piece, in hindsight, it was a laughable match-up against Luffy.
His fight with the Straw Hats and Luffy was a hilarious affair where the protagonist tickled his feet, and kicked him under the belt, and even a weakened Nami was able to leave damage. Finally, the battle ended with Luffy easily defeating him and throwing him off the island.

3) Alvida
Alvida was the very first villain to face Luffy, soon after the Straw Hat had taken to the seas and befriended Koby. Her large appearance and brutish mannerisms give fans the impression that she would pose a threat to the protagonist.
