Amidst this ruthless aggression, starting a raid may be your best tactic. 

Raids in Civilization 7 are a means of offense and a viable diversion tactic. Raids in the game see you inciting Independent Powers to attack other settlements. Starting a raid in the game takes some heat off of you, allowing you to breathe and plan out your next plan of attack smoothly.

As stated earlier, raids in Civilization 7 see you setting off Independent Powers to raid enemy settlements. Hence, the first thing you need is an Independent Power that you can incite into raiding. You can find any of these on your map by sending out scouts. Once you’ve found an Independent Power, click on them to see the available options. One option lets you befriend them for 85 Influence, but the other option lets you incite the power to raid other enemies for 30 Influence. 

Select “Incite Raid,” and you will be shown a list of all the leaders you’ve met. Pick the leader you want to target, and confirm your selection to incite the raid. The Independent Power will then raid this leader’s settlement, doing your dirty work for you. 

Raids are best used against hostile settlements. They are also a valuable means of defense when you’re being attacked. You can incite a raid, letting the Independent Power attack the enemy nation and divert attention from you. It also uses 30 Influence, making it a cheap and effective way to expand territory.
