The Dragon Clan is currently the best option for both new and endgame players. It has a massive normal and heavy attack damage bonus that every subclass can take advantage of. In the current meta, all the powerful subclasses have the Dragon Clan as their best-in-slot option. Because of the flexibility, it is the only S+ tier entry on the tier list.
Burns and Obi are great Clans for many subclasses, but they are not as universal. However, they perform as good as the Dragon Clan if your characters take advantage of the bonuses. If you are a new player, you should reroll until you get Dragon, Burns, or Obi as one of your Clans.
