After recruiting Esquie, the surviving members of Expedition 33 head for the Stone Wave Cliffs to recover a special rock. This rock will allow Esquie to swim across the Continent with passengers on his back. Instead of following the main path, use the broken airship as a landmark and take a left.

Follow the path and reach the end to find a Reaper Cultist and Greatsword Cultist. Defeat the pair of enemies guarding the Energising Pain Pictos to get it. Alternatively, you can fly to the Flying Manor and fight the same enemies to pick up a Level 28 variant. Start from the Grand Plaza and go through the arch on the right side to find the Greatsword Cultist.
