Luggage is scattered all across the island, spawning at random across the different biomes. Due to the map reset feature in the game, there is no telling where exactly you may stumble upon your next find. So there is no certain way to find this luggage simply by using coordinates.

For the purpose of the achievement, you will need to look for 15 luggage, all during one single run. Doing this is better in solo as you wouldn’t need to worry about your teammates opening luggage meant for you.

On the contrary, there are hot spots where you most certainly find these. There are no restrictions as to what you may find in these. While the rarity aspect of an item may decide how often to expect a certain item, you will for sure be presented with something. These range from food items, healing items, utility items, as well as mystical items.

Where To Find Luggage

Luggage is likely to spawn anywhere throughout the island, but keeping these particular spots in handy will ease the search.

Main TrailsLook around the area or go off-trail, slightly away from the main quest.
CampsitesNear the tents.
CavesYou will see them by glowing mushrooms or torches.
Cliff EdgesYou will see them on ledges close to the edge or near let down ropes.
RuinsLook near broken sleds or any remains by other explorers. There are chances of finding mystical items as well.

After opening 15 luggage, you will successfully receive the Plunderer badge as well as the eyepatch accessory.
