There are a lot of great Electric-type Pokemon you can use in Legends Z-A. This tier list will rank them all, starting from S and ending at C. This will purely be based on their viability in combat. Naturally, this includes their stats, movesets, and whether they can Mega Evolve or hold an item in battle.

Disclaimer: Pre-evolved Pokemon will be considered in the same tier as their post-evolution forms. This is because you will eventually be using their evolved forms. The exception to this would be branching evolution paths, which will be classified separately. Moreover, this will also take their Mega Evolutions into account.

S Tier

Mega Ampharos

Ampharos510 Base Stat Total. After Mega Evolution, its Special Attack stat skyrockets. Moreover, it has a solid HP stat that goes along with its good defensive stats. All in all, no glaring weaknesses.
Jolteon525 BST. The highest stat total out of every other Pokemon on this list (excluding Mega Evolution). Its Special Attack stands out. Moreover, it can also hold an item during battle to increase its utility.
Eelektross515 BST. It already has a great stat total in its base form. However, Mega Evolution turns it into an offensive monster, with high Attack and Special Attack. Its defensive stats are also not completely lacking.

A Tier

Manectric475 BST. Its stats alone put it on the lower end. However, it has a pretty good Special Attack stat while sacrificing its defenses. On top of this, it can Mega Evolve to further increase its power.

B Tier

Heliolisk481 BST. Special Attack is great; however, it comes at the cost of low HP and Defense stat. This makes it quite fragile against any Physical Attacks.
Stunfisk471 BST. Nothing special about its stats distribution. It has high HP and Special Defense, but not enough offensive stats to make it count.
Dedenne431 BST. You could argue that this Pokemon might belong in the C tier, and it would probably be correct. Dedenna does not have the stats to put it in B tier. However, its Electric/Fairy typing is decent and the only selling point.
Raichu485 BST. No stat stands out. It aims to be balanced, but even then, it has an extremely low Defense stat. It can hold an item in battle, which is a saving grace. On top of this, its pre-evolution might be better to use than it.

Pikachu can use a Light Ball or Eviolite, both of which would probably make it significantly stronger than Raichu.

C Tier

Emolga428 BST. Lowest BST on this list. On top of that, none of its stats stand out except its Speed. Speed itself is not that useful in the Legends Z-A combat system.
