Pokemon VGC will be played in the Regulation F format starting from December 1, 2025, separate from the ranked ladder of Scarlet and Violet, which will follow Regulation J. Players will once again be able to select Legendary Pokemon for their teams in Regulation F. These are the Legendaries who are likely to see the highest use.

These five Legendary Pokemon are likely to see the most use in Regulation F VGC:
- Ogerpon Hearthflame
- Landorus Incarnate
- Tornadus Incarnate
- Chien-Pao
- Urshifu-Rapid Strike
5) Ogerpon Hearthflame

Ogerpon Hearthflame has a few things that make it stand out compared to its fellow Ogerpon forms. For starters, Grass/Fire is a unique typing that it shares only with Scovillain, which has no place in the meta. As such, it can utilize a type combination that has great offensive (deals super effective damage to Water, Rock, Ground, Steel, Grass, Bug, and Ice) and defensive potential (resists Steel, Fairy, Electric, and Grass). It is also the best redirector in the game with access to Follow Me.
4) Landorus Incarnate

Landorus Incarnate has seen a lot more use than its Therian counterpart throughout Scarlet and Violet VGC. This dynamic between the two Legendary Pokemon has not changed in the Regulation F meta. Incarnate is a Special Attacker who only needs two attacking moves, Sludge Bomb and Earth Power, to hit almost the entire meta neutrally. Additionally, thanks to its Ability Sheer Force, not only are those moves boosted, but it can hold a Life Orb for further damage boost without taking the recoil damage.
3) Tornadus Incarnate

Similar to Landorus, Tornadus Incarnate outclasses its Therian form as a Legendary Pokemon worth using in the Regulation F VGC meta. While Therian’s Ability Regenerator is usually great, Incarnate’s Ability Prankster remains superior thanks to a wide variety of support moves like Tailwind, Taunt, Rain Dance, and Sunny Day. It also received an amazing STAB move in Bleakwind Storm, which hits both targets and has a chance to drop their Speed.
2) Chien-Pao

At a first glance, Chien-Pao’s stats seem almost underwhelming for a Legendary. But then you start to factor in its other traits. This includes an amazing offensive typing in Dark/Ice, which deals super effective damage to common meta types like Dragon, Ground, and Ghost. Also its Ability Sword of Ruin, lowers the Defense of all Pokemon on the field except for it. This lets moves like Sacred Sword, Sucker Punch, and Icicle Crash deal a lot more damage.
1) Urshifu-Rapid Strike

Players will once again have to fear the dominance of Urshifu-Rapid Strike. This Legendary has a few traits that make it a terror to face. It has an amazing offensive typing in Fighting/Water. Its Ability Unseen Fist bypasses moves like Protect and Detect. But most importantly its signature move Surging Strikes not only hits three times but delivers guaranteed crits each time as well. All these factors are enough to make Urshifu-Rapid Strike the top Legendary Pokemon in the Regulation F VGC format.
