Check the workbench that you can find in this area. In there, you should be able to pick up the Brine Revolver. Afterward, the weapon should be permanently unlocked for you. You can use it throughout your playthrough. There are no extra requirements to unlock this weapon. All you have to do is go through the tutorial stage.
