Shisui Uchiha is one of the greatest tragedies in Naruto, particularly because his life ended before he ever realized his full potential. Within just a few years, he had mastered some of the most difficult techniques in the series.
Unfortunately, based on just his feats when alive, we cannot say that he was the strongest Uchiha. This is because the Uchiha Clan has consistently been producing monstrous individuals, whether it be Madara, Obito, Itachi, or Sasuke. Having honed their powers to the maximum, these characters were strong enough to threaten the entire world.
