Who Is Shisui Uchiha in Naruto?
Shisui Uchiha, also known as Shisui of the Body Flicker, was a highly skilled Jonin and Anbu of Konoha. While he instilled fear on the battlefield due to his skills, Shisui was a pacifist by nature. He realized the revolt his clan was planning and confided in the village to reach a peaceful solution.
When moving to end the coup d’état by manipulating the Uchiha Clan leader, Shisui was betrayed by Danzo, who wished to take his eyes. This led to an intense battle, which Shisui was winning until he was surprised by Danzo’s Izanagi. Losing his right eye to this scheme, Shisui managed to escape and gave his remaining eye to Itachi.
Burdened by the tensions between his clan and the village, Shisui jumped off a cliff to his own death, hoping this drastic action would push his clan towards peace. Unfortunately, this did not work, forcing Itachi to ultimately massacre them.

Shisui was extremely influential on Itachi, to the level where the lives of the two have been very similar. Shisui had met Itachi as a child and immediately formed a brotherly bond with him. He was a guiding light who helped Itachi realize the meaning of self-sacrifice for the greater good.
Shisui and Itachi were the only characters in Naruto who internally struggled to find the balance between their clan and village. When Shisui lost one of his eyes to Danzo, he feared he was not strong enough to bring about monumental change. Hence, he entrusted his other eye to Itachi, awakening his Mangekyo Sharingan through his death.
This was a heart-wrenching moment when Shisui chose Itachi as his spiritual successor to save the village. Since Itachi had seen his best friend already fail through peaceful means, he chose the drastic option of wiping out his clan.

He was noted to be one of the most talented members in the Uchiha Clan’s history, mainly because of his Dojutsu. Shisui had gotten the Mangekyo Sharingan after the death of a dear friend in battle. Through this, he could use the extremely complex Kotoamatsukami, a Genjutsu powerful enough to control the Uchiha Clan leader himself.
Shisui could also use his eyes to manifest the Susanoo, a unique humanoid form that could unleash chakra needles. Pairing this with his fire, lightning, and wind transformation Ninjutsu and crow summons, he was one of the greatest geniuses in the series.
Is Shisui Uchiha the Strongest Uchiha?
Shisui Uchiha is one of the greatest tragedies in Naruto, particularly because his life ended before he ever realized his full potential. Within just a few years, he had mastered some of the most difficult techniques in the series.
Unfortunately, based on just his feats when alive, we cannot say that he was the strongest Uchiha. This is because the Uchiha Clan has consistently been producing monstrous individuals, whether it be Madara, Obito, Itachi, or Sasuke. Having honed their powers to the maximum, these characters were strong enough to threaten the entire world.
Therefore, while Shisui’s ideals and personality might set him apart from the rest, he would not succeed in a fight against them. At the same time, it would be a whole other matter if Shisui had lived as long as them and been allowed to train similarly rather than be burdened by politics.
While these hypothetical scenarios may seem pointless due to his premature death, it just goes to show the endless opportunities Shisui had to stand with the strongest of the Uchihas.
