Discover how to complete Borderlands 4’s Mob Rules mission by solving its bell puzzle, reaching the hideout, and delivering critical tech.
‘Mob Rules’ is the second mission in the Mob questline of Borderlands 4. To begin the mission, you must first complete ‘Mob Mentality’ by speaking to The Boss in The Pit, located southwest of The Low Leys. To unlock access to the area, you’ll have to complete the ‘Crystal Brawl’ main story mission first.

Begin ‘Mob Rules’ by speaking with The Boss in The Pit. He explains the details of your transaction, which is necessary if you want to procure the tools needed to break into Lictor’s bunker. Take the cash lying on the lamp-lit corner table and head outside The Pit.
Signal the Boss’s contact
Travel southwest to the mee-tup spot in the Sainted Cup, fighting through any enemies in your way. You’ll have to light up the Totem to signal the contact. To light the signal, shoot the bells with the stars beside them in the following order:
- Blue > Yellow > Purple
The number of rings around the bells in the towers indicates the order you need to shoot them in. First, shoot the blue bell in the middle tower, then the yellow bell in the left (south) tower, and then the purple bell in the right (north) tower.
Once the signal has been lit, place the cashola down on the box beside the middle tower. Kill the Rippers after they try to rip you off and digistruct the package and head northeast to The Boss’ hideout.
Reach The Boss’ Hideout
Climb the cliff opposite the hideout and use the grapple point hanging from a post there to launch yourself across the gap. Then use the grappling hook on the point ahead to reach the top of the cliff.
Kill the Manglers and open the hideout using the scanner to the left of the entrance. Place the package between the two turbines and interact with the console on the right to open it.
Return to The Boss
Take the cracked tech and return to The Boss in The Pit to complete ‘Mob Rules.’ The next side mission given by The Boss is ‘Angry Mob,’ which involves breaking into Vile Lictor’s bunker, where he keeps his digital consciousness backed up.
