Since Gustave is primarily a support unit, through the usage of his Mark moves you should try to level up his Agility. Agility will determine how often a character gets their turns.
Gustave will want to keep marking the enemies, which will let other party members deal even more damage. A secondary priority would be to upgrade Vitality since more health is always good to have.
You could try to upgrade his Strength if you want to deal damage with his abilities, but it’s not going to be as optimal of a setup.
Gustave Best Weapons in Clair Obscur Expedition 33

If you level up Agility and Vitality, then Lanceram is most likely the best weapon to use for Gustave. Lanceram is acquired early and becomes extremely good after leveling up. It scales off of Vitality and Agility, making it a top-tier weapon if you are leveling up his Vitality and Agility.
At level 33, the weapon has an S and A rank scaling for the above two attributes respectively. Moreover, this weapon can be used later on another character, which is not being mentioned to avoid spoilers.

Gustave has a lot of skills you can use in combat, however, some shine more than others. These are:
- Lumiere Assault: Low Physical damage. 5 hits. Critical Hits generate 1 additional Charge.
- Marking Shot: Low single target Lightning damage. 1 hit. Applies Mark.
- Overcharge: High Lightning damage based on the amount of Charges. 1 hit. Can Break.
- Powerful: Applies Powerful to 1 to 3 allies, increasing the damage they deal for 3 turns.
Other than these, you can use other skills as per the situation. Strike Storm is nice when your weapon element can hit the enemy weakness. Generally, your main focus in this build is to keep marking enemies, so that a damage dealer like Maelle can hit for bigger damage.

- Marking Shots: 20% chance to apply Mark on Free Aim shot.
- Exposing Attack: Base Attack applies Defenseless for 1 turn.

- Energising Parry: +1 AP on successful Parry.
