The first and fastest way to acquire the Revive Tint Energy Pictos is after you defeat the Dualliste boss at the Forgotten Battlefield. This is the main story boss that will ambush the party as they try to find a suitable resting place for Gustave after his death at the end of the first act. After defeating the Dualliste, ascend using the rope and check the trees to spot the Pictos.

Alternatively, you can buy a higher-level variant from the Gestral Merchant over the Sacred River. This is an optional area and can only be accessed during the third act. Monoco wants to resurrect Noco the way the real Verso intended, which is to put them in the river. Explore near the end to find the local Gestral Merchant to fight and trade to get the Pictos.
