You obtain the Omniscient Eye from the Garden of Salvation raid on the Moon. Specifically, the Omniscient Eye can drop from the raid’s Final Encounter, the Sanctified Mind, or any hidden chest after acquiring it at least once from the said encounter. To access Garden of Salvation, you must own the Shadowkeep expansion. As of Episode Revenant, the Omniscient Eye can be crafted at the Enclave once you have unlocked its Deepsight pattern. To unlock crafting for the Omniscient Eye, you must extract 5 patterns from Deepsight versions of the weapon.
To acquire the Deepsight Pattern of the Garden of Salvation Weapons, players must go to the Clan Vendor, Suraya Hawthorne at the Tower and acquire the “Deepsight Signal” quest. This quest guarantees a red border weapon on completion and only requires that every encounter in the raid be completed. This quest can be completed weekly and once completed the player can purchase an additional Deepsight weapon the player has unlocked in collections. Deepsight Patterns can also sometimes drop with the weapons acquired during the raid itself or have it applied to them with a Deepsight Harmonizer.

A god roll is the best combination of perks and masterwork that a weapon can get. God rolls are often sought after as they are considered the ultimate drop of that weapon and the most effective roll used in most content. In most situations, there are two god rolls for any gun, a roll for PvE and one for PvP. The Omniscient Eye has a fairly powerful PvE god roll that will allow for a lot of damage in a short amount of time. The PvP roll on this weapon is also decent, allowing for the weapon to be extremely snappy when you are far away from your fireteam.

PvE Breakdown
Sniper rifles like the Omniscient Eye are great weapons for boss damage phases. Rapid-fire frames have larger magazines than other archetypes allowing for quite a few rounds to be fired before a reload is needed. The Omniscient Eye has a horrible recoil stat so Arrowhead Brake is an important trait to keep your reticle on target. Tactical Mag increases the magazine size to the maximum while also granting some additional stability. You can get a little bit more handling and reload speed by taking a Tactical mod as well.
The Omniscient Eye does come with the new powerful perk Envious Arsenal and that would be a decent pick overall. That being said, Fourth Times the Charm is still the best option with Rapid-fire frame sniper rifles due to its use case as an ammo dump during damage phases. Pairing that with Precision Instrument will get the most damage overall, but if you do opt for Envious Arsenal of Fourth Times the Charm you will probably be better off taking Vorpal Weapon. Overall, the Omniscient Eye is looking like a powerful option in PvE when sniper rifles are needed.
PvP Omniscient Eye God Roll
The best perks for the Omniscient Eye PvP God Roll are Hammer-Forged Rifling, Accurized Rounds, Lone Wolf, and Closing Time. These provide important stats, utility, and damage for the weapon.

PvP Breakdown
Omniscient Eye, like other Rapid-Fire frame sniper rifles, is going to be a weapon you love or hate in the Crucible. Rapid-fire frames are great for quick scoping, but tend to be less forgiving than other sniper rifles if you don’t get that perfect headshot. This is because it takes 3 body shots rather than just 2 to kill a guardian with a rapid-fire frame. Since we will want to make our accuracy cone as consistent as possible, take Hammer-forged Rifling and Accurized Rounds to pump up your range stat.
Since we want to try and always get that perfect headshot when using the Omniscient Eye, we want to take perks that further increase the accuracy of the weapon. Lone Wolf is a great perks that grants quite a few passive benefits that double when there are no fireteam members nearby. Pairing this with Closing Time, a perk that is almost always active on special weapons in the Crucible, makes the Omniscient Eye very consistent in the Crucible. The hardest part about using the Omniscient Eye will be getting used to its sights, but once you get used to it, its a powerful weapon.
