You can obtain Magic Arcana like Luminous Gem by clearing Horadric Strongrooms, found within Nightmare Dungeons. There are three rarities of Arcana: Magic, Rare, and Legendary. While you can easily acquire Magic Arcana from Horadric Strongrooms, Rare and Legendary Arcana require you to progress further through the Horadric Knowledge system. Meanwhile, you can get Catalysts and Infusions by completing certain seasonal quests.
How To Use Luminous Gem in Diablo 4
Once obtained, equip the Luminous Gem in one of the Arcana slots to enhance your Horadric Spell with additional effects. Luminous Gem grants the Daze status effect to your Catalyst for 2 seconds.
