Once that is done, you will receive three items: a prescription, a box, and a key. The box is what leads to The Stars of Hidden Dreams.
Head to Icelake Suburban Square with that box in your inventory. There, find the Old Scavenger near the trash bins beside Outsider House in the Slums.
