In Europa Universalis 5, you have the option to perform annexations to further strengthen your country by integrating another country’s land as part of your own. When you annex a territory, you get direct control of its provinces, access to the resources and manpower, and control over trades and its taxation systems. While you can annex vassals in Europa Universalis 5, the method is slightly different when it comes to personal unions. However, to answer the question, yes, you can merge unions.

One of the most important things to keep in mind is treating your unions nicely and thinking of them as long-term subjects. Stack prestige as much as you can, treat the juniors loyally, and maintain legitimacy while building the union’s strength. If a particular law is enforced, you can make amendments to your strategies, but until then, stick to the above. Do remember to follow any specific rules according to the union’s specific laws.

Prioritise expansion by creating vassals to later annex. If you have set a clear path of taking direct control of a land, annexing a vassal is the way. Hold on to personal unions as a step for the future, once your country has grown enough and you wish to further multiply your forces.

How To Integrate Personal Unions

Personal unions in Europa Universalis 5 have a different method of integration compared to others. To merge your unions, you can follow the steps below.

  1. For this, first you need to head to the ‘Diplomacy’ screen.
  2. From here, head to the ‘organisation’ tab.
  3. Now go to the PU section and pass on the ‘integration laws’.

Now, you can begin the merging process of unions. However, expect a long cooldown of over 10 years between each law you pass. While the integration of PU is slower, it is much steadier and legitimate, ensuring a standing order of loyalty.
