There’s no such thing as peace in Europa Universalis, and you’re bound to go to war at some point or another in the game. To do so, however, you’ll need a Casus Belli, i.e, a justification for your war. While you’ll have one more often than not, other times, you’ll have to fabricate claims to forcefully take what you want.

While the logic behind the Casus Belli and fabricated claims seems simple enough, Europa Universalis bombards you with dozens of tutorials and menus. This makes even simple tasks confusing, and you’ll eventually feel lost when trying to fabricate claims. With this guide, we wish to declutter Europa Universalis 5 for you and help you fabricate claims.

Through the Parliament

Sometimes you wish to go to war with a nation, but don’t have a valid reason to do so. In those instances, you have to fabricate claims and forge a Casus Belli. You can do so by following the steps below: 

  • Click on the Government button in the top left corner of your screen. This will open a window. 
  • Click on the Parliament button on this window to open another window. 
  • In this window, you’ll find the “Fabricate Casus Belli” option. Click on this button to fabricate claims and go to war. 

Take note that you need to have the Parliament in session, and you will require the support of over 50 percent of the Parliament to fabricate claims and go to war.

Through a Spy Network 

Another way of fabricating claims is to send in spies to the country you wish to go to war with. Click on the nation and select Covert Action to send your spies. Send 20 spies to accumulate 20 points in total. 

Once you cross the 20-point threshold (which can take well over a year), click on the nation again and browse the list of Hostile Actions. You’ll find the option to Create Casus Belli here, which you can then use to go to war. You can also attack a country for no reason, but this is much harder to do so and will cost you a lot more. Fabricating Castus Belli is the ideal way to expand your territory.
