Similar to its name, you can collect Garden Snail Eyestalk from a Garden Snail in the game. However, not every Garden Snail in the game will provide you with a Garden Snail Eyestalk. Therefore, you need to look for only the adult Garden Snails, not the baby ones.

To do so, you can head to the Resource Finder and put the filter for Garden Snail Fragment. One key location for the item is near the Ranger Station Snackbar Front. Once you arrive there, you will soon encounter a Garden Snail. Once you encounter him, first put your Ant Buggy away, as it will scare the Snail into going into its shell.
