You can buy this Tool from a merchant named Grindle. You will need to follow a list of steps before you can do so.
- Firstly, you must free Grindle from his lock up in the Marrow. This area is found slightly below the room housing the Skarrgard of the region.
- Once you free Grindle, he will get near the Bench and vanish eventually.
- He will reappear at the Blasted Steps, in the left pocket of the vertical passage connecting the Blasted Steps to the Sands of Karak.
