The Shrouded City is one of four Shifting Earth events that can occur in Elden Ring Nightreign, each of which contains a secret within.
Throughout your expeditions in Elden Ring Nightreign, various events might occur on the map. These Shifting Earth events are of four types. One of these events is the Shrouded City, which lets you enter Noklateo.
This Shrouded City holds a secret, which is not revealed so easily in Elden Ring Nightreign. Here is how to find it.

How To Enter Noklateo, the Shrouded City in Elden Ring Nightreign
You can immediately tell if this location will be accessible to you before you start an expedition. You can see this Shifting Earth event on the expedition menu. Alternatively, you might notice that a large area of the map has been converted into Noklateo. (You can only check the map after you start the expedition.)
Simply head to the location and climb up some rocks to enter through the main gate. Here, the path will split into two directions. Both will eventually lead you to the boss of the area.
You can follow the straightforward path inside and find some Sites of Grace along the way, which will make survival a bit easier. Watch out for the various spectral enemies and another type of enemy that tosses rocks at you.
Keep sprinting without stopping if you do not wish to get hit, and avoid all fights if you are running solo. You will also find spiritspring jumps in this area, allowing you to get on top of the roofs and navigate the area more easily.

How To Find the Secret of the Shrouded City
Once you reach the big boss room, you need to defeat the Naturalborn of the Void. This boss can be quite tricky to defeat, so switch between offense and defense at the right time. Ranged units like Recluse and Ironeye work great on this boss, while other melee characters draw aggression.
After you defeat this boss, you will obtain the Dormant Power, which lets you select between some legendary weapons or an upgrade. Pick what you want, as this has no effect on finding the secret.
Approach the Site of Grace and enter the room ahead of it. Interact with the glow inside, and you will receive the Favor of Noklateo, the Shrouded City. Simultaneously, you will also receive the Noklateo, the Shrouded City trophy. This item lets you revive from death without the aid of your allies and gives you a boost.
