While you can do that anytime by paying a certain fee in the Sandbox Mode, the method is a bit different for the campaign since you only get two choices.
Thus, in this guide, we will discuss how you can settle on different islands in both modes of the game along with the options you will get.
How To Settle on Other Islands in Anno 117 Pax Romana

Your first island, city, and nation will be crucial for your playthrough in Anno 117. However, that does not mean that you will be limited to just that. There are methods that you can use to travel to other islands and expand your territory there by establishing new cities and populations.
The various lands on the open sea come with their own resources, which will give you a wide pool of options to choose from and then fulfill the needs of your different residences. Furthermore, with more islands under your belt, you also get the opportunity to worship more deities for different perks.
Now, in Sandbox mode, you can simply sail to a different island, and once you approach the new land, you will get the blueprint of a trading post. Then, all you have to do is purchase said trading post and establish it on the island to settle there. Another thing you must keep in mind during this endeavor is that the amount of land tax you will have to pay will be correlated to the size of the island.

Which Island Should You Settle on in Anno 117 Pax Romana?

While you are free to move to any island you wish to whenever you want in Sandbox mode, the Story Mode works differently. In it, you will have to complete Act III and then start Act IV to learn how to settle on a different land and then colonize it. Your first choice here would be only two islands: Cudslip and Cragmore.
Of course, both of the islands give you different resources, so it is a matter of personal preference and what you need at that point in your playthrough.
