How To Unlock The Symbol of the City, the Street Surfer Substory
Like the first substory, this is also unlocked directly via the main story. You need to progress until you reach Chapter 2 of the main story. Furthermore, proceed until you find Clarke and Julie, and show them aboard the Goromaru. Following this, you will disembark onto the beach, and then be directed to head to the Revolve bar again.
While you are on the way, you will be able to start this substory automatically, as you leave the beach area and start going north.

This substory will start with a man named Oka introducing himself. He will advertise his invention, the Street Surfer to you. Moreover, he will also let you take a Street Surfer for a test run.
Ride the street surfer around, till you finish the test run. Following this, Noah will get on a Street Surfer as well and try riding it. Unfortunately, here is where things go wrong.
Noah accidentally crashes the Street Surfer into a group of two. This angers them greatly, and they try to take this anger out on Noah. Naturally, Majima would step in to stop these punks. Beat them up, and they will flee from the area.
Oka will feel bad for getting Noah into trouble due to his invention. As compensation, he will offer Majima and Noah a free Street Surfer. What a nice guy!
