To hold up enemies, you need to get close to them. You will be able to perform the mechanic only when you are within the right distance. While equipping a weapon, sneak behind an enemy using the Stalk mode, which silences Snake’s footsteps with reduced movement speed. This allows you to sneak up on enemies without being noticed. 

Once you see the CQC icon, you are within the correct range. Within the CQC range, aim your weapon at the guards to hold them up. Snake will say ‘Freeze,’ which makes your enemies lower their weapons and drop them to the ground. Keep your weapon pointed and circling around them to maintain control.
