How To Begin the Forlorn Watchman Quest in Oblivion Remastered

You’ll need to visit the city of Bravil to start this quest. Once there, talk to the people and inquire about rumors. Soon, one of them will tell you about a mysterious spirit. The NPC will direct you to Gilgondorin, an NPC you’ll find inside the Silverhome on the Water inn. Speaking to him about the mysterious spirit reveals that the ghost was last seen in Bawnwatch Camp, just outside Bravil. This will officially begin the Forlorn Watchman quest, and you’ll need to head to Bawnwatch Camp at nighttime to find the ghost.

Once you see the Forlorn Watchman appear at Bawnwatch Camp, follow him. He’ll eventually lead you to an unmarked location close to Fort Irony. After reaching this spot, interact with the spirit, and he’ll ask you to look for him at Mouth of the Panther. You can head back to Gilgondorin to learn where this location is. Or, if you want to get through the quest quicker, you can simply continue heading east on the road where you spoke to the Forlorn Watchman. This will eventually lead to the location Mouth of the Panther.

Explore the Shipwreck

On approaching the Mouth of the Panther, you’ll discover a shipwreck that you can enter. As soon as you get in, be prepared to face some wraiths. After dealing with them, enter the door on the right to find a book titled Log of the Emma Bay. The book details what happened to the ship and its crew. After that, you’ll need to head to the lower deck to continue your investigation. You’ll need to slay a few more wraiths blocking your way.
As you reach the lower levels, you’ll come face to face with Gable the Traitor. Defeat this enemy and loot a key from his corpse. Use the key to open the locked door behind you. Inside, you’ll find a skeleton chained to a post. Interact with the post to release the chains locking the skeleton. As soon as you do this, the Forlorn Watchman will appear and speak with you. To thank you for freeing him, the spirit will ask you to take the treasure map lying nearby.
Finding the Treasure

Head out of the shipwreck and continue traveling east from your location. You’ll soon arrive at Black Dog Camp. Just south of this location is a dock. Dive into the water from this dock, and you’ll find a chest hidden underwater. Interact with the chest to retrieve a Dagger of Depletion, gold coins, and other valuable items you can sell. This concludes the Forlorn Watchman quest.
