How To Complete Imperial Corruption in Oblivion Remastered

You begin the quest by talking to Luronk gro-Glurzog or Ruslan in the Imperial City. The NPCs will inform you of the shakedowns at the hands of a guard and mention a certain Jensine. After talking to the NPCs, head over to the Market District and to Jensine’s “Good as New” store. Talk to Jensine Jensine and persuade her to reveal information on the guard. She will then reveal the guard to be Audens Avidius, Captain of the Imperial Watch. Due to his high rank, only another Captain can arrest him.
Talk to any guard about the corrupt official, and they will direct you to Hieronymous Lex. Head to the Temple District and talk to Lex, and he will direct you towards Itius Hayn. Find Hayn in the Talos Plaza District and persuade him to take the case. He will then ask you to bring in two witnesses.
Go to Ruslan’s house in the Temple District, and persuade Ruslan to stand witness. Head to the Imperial City Arboretum and persuade Luronk gro-Glurzog for the same. 24 hours later, Audens Avidius will be arrested, and a pop-up will notify you of the arrest. 10 days later, Avidius himself will ambush you. Kill him to complete the quest.
