This tier list will categorize all the Water type Pokemon available in Legends Z-A from best to worst, based on their combat capabilities.

There are many great Water type Pokemon available in Legends Z-A, many of which are extremely viable in combat. This tier list will attempt to classify them into various ranks, ranging from S to C.
This classification will depend solely on their combat use and how viable they are in competitive matchups.
Disclaimer: Pre-evolved Pokemon will be considered in the same tier as their post-evolution forms. This is because you will eventually be using their evolved forms. The exception to this would be branching evolution paths, which will be classified separately. Moreover, this will also take their Mega Evolutions into account.
All Water Type Pokemon Tier List in Legends Z-A

S tier will mean that a Pokemon is the best of the bunch, while the opposite will be true for C rank. In the end, you are free to use what you want based on your personal preferences.

*Mega Barbaracle will not be considered in this ranking as it loses the Water type upon Mega Evolving.
**Similarly, Dragalge cannot be considered in this tier list as Skrelp loses the Water typing and becomes Dragon/Poison upon evolution.
S Tier

All the S Tier Water type Pokemon are listed below:
| Pokemon | Reason |

| Feraligatr | 530 Base Stat Total (BST) is great, and it gains the Dragon typing after Mega Evolution. Its Physical Attack and Defense stats are extremely high, with a respectable Special Defense as well. |
| Starmie | 520 BST is good on its own. However, Starmie shines upon Mega Evolution after which all of its stats skyrocket above the 100-point mark (except HP). This allows Starmie to hit hard and hit fast while also taking a decent number of hits. |
| Gyarados | 540 BST before Mega Evolution is impressive. Moreover, it loses its 4x weakness to Electric upon Mega Evolution. It has a focus on Physical attacks and boasts a large amount of Defense and Special Defense to take hits as well. |
| Greninja | 530 BST. High offensive capabilities with great Speed makes this Pokemon ideal for attacking. This combines with a varied moveset to make this Pokemon great. |
A Tier

All the A Tier Water type Pokemon are listed below:

|---|---|
| Vaporeon | 525 BST without any reliance on Mega Evolution makes this Eeveelution good. It has high HP and Special Defense. You can make Vaporeon extremely tanky with the right set of moves. |
| Slowbro | 490 BST. It has a monstrous Defense stat after Mega Evolution and high Special Attack too. It will be very hard to defeat this Pokemon with a Light Screen setup. |
| Blastoise | 530 BST is on the higher side. Blastoise is quite bulky even before Mega Evolution. After Mega Evolution, it also gains a significant boost in its Special Attack, making it viable in battles. |
B Tier
All the B Tier Water type Pokemon are listed below:

|---|---|
| Barbaracle | 500 BST. Unfortunately, its Mega Evolution cannot be considered in this tier list due to losing the Water typing. On its own, Barbaracle has a decent stat spread, but nothing that stands out. |
| Slowking | 490 BST. Decent Special Attack, Special Defense, and HP. However, nothing stands out about this Pokemon to justify a higher ranking. |
| Sharpedo | 460 BST puts it in the lower brackets of this list based on stat total. However, it makes up for it through its high Attack stat. Unfortunately, its Defense and Special Defense suffer, making it quite squishy in battle. |
| Clawitzer | 500 BST. Clawitzer is a great Pokemon, however, its main lacking point is the lack of a Mega Evolution. Still, without it, it has a great 120 Special Attack stat, with decent Defense and Special Defense as well. |
C Tier
All the C Tier Water type Pokemon are listed below:

| Simipour | 498 BST is nothing that stands out on its own. Nothing stands out from its stats distribution as well. Not recommended for battle. |
| Skrelp | 320 BST. This is not the final evolution of its line, thus making it weak on its own. Unfortunately, Dragalge is a Dragon/Poison type, which excludes it from this list. |
