Staryu is a first-generation Water-type Pokemon that can be found early in Pokemon Legends Z-A. You can evolve Staryu into the Water/Psychic-type Pokemon Starmie by using a Water Stone. Alternatively, progressing through the main story will unlock the Wild Zone, where you can catch Starmie directly.
How To Find Staryu in Pokemon Legends Z-A

You can find Staryu in Wild Zone 2 at night. To unlock Wild Zone 2 and catch Staryu, you’ll first have to complete Main Mission 5: City in the Shadow of Prism Tower. Upon entering the zone, search the water to find Staryu. You will also come across Magikarp in the pond.
Alternatively, Staryu can also be found in Wild Zone 10 after completing Main Mission 9: Chase That Mysterious Pokemon!. Here, unlike in Wild Zone 2, Staryu spawns during the day as well as at night.
How To Find Starmie in Pokemon Legends Z-A

Starmie is located in Wild Zone 16, on the southwest side of the map, near Wild Zone 5. Wild Zone 16 is accessible after completing Main Mission 24: Reaching Rank C.
Since reaching Main Mission 24 may take significant time, consider evolving Staryu into Starmie to get the Pokemon sooner. To do so, you need to purchase a Water Stone from the Stone Emporium shop and use it on Staryu.
How To Get Mega Starmie in Pokemon Legends Z-A

Mega Starmie is considered one of the best Mega Pokemon in the game, with a BST of 660 that rivals pseudo-Legendary Pokemon. This is because Mega Starmie appears near the end of the main questline in Pokemon Legends Z-A.
To get Mega Starmie, you must defeat Rogue Mega Starmie in Main Mission 34: A Rogue Mega Starmie to obtain the Starmie Mega Stone. Use the Mega Stone on Starmie to evolve it into Mega Starmie.

Upon completing Main Mission 10, The Secrets of Mega Evolution, you will begin to receive main missions that require you to battle Rogue Mega Pokemon.
