This tier list will sort all the Normal-type Pokemon in Legends Z-A to determine the best and worst Normal Pokemon in the game.

Contrary to their name, Normal-type Pokemon are quite unique, even in Pokemon Legends Z-A. For one, Normal-type attacks are not super effective against any type. At the same time, they are also defensively neutral against almost every type as well.
Of course, they still have some vulnerabilities. For example, their attacks are weak against Rock and Steel-types, and they are weak to Fighting-types. Despite these shortcomings, however, Normal-types are a solid option against most of the Pokemon in the game. This tier list will rank the Normal-types in Pokemon Legends Z-A to help you make a decision for your team.
Disclaimer: Pre-evolved Pokemon will be considered in the same tier as their post-evolution forms. This is because you will eventually be using their evolved forms. The exception to this would be branching evolution paths, which will be classified separately. Moreover, this will also take their Mega Evolutions into account.

These are the strongest Normal-type Pokemon in Legends Z-A:

| Pyroar | 507 BST. Pyroar has respectably high base stats. And with Mega Evolution, it becomes a real powerhouse. A good defensive stat spread alongside high Special Attack and Speed, and a powerful moveset make it an excellent normal type. |
| Lopunny | 480 BST. Lopunny is quite weak normally, but becomes a force to be reckoned with after Mega Evolution. It gains a huge boost to its Attack and Speed, and its defensive stats rise to compensate for its low HP. Mega Lopunny can hit very hard and very fast. |
| Kangaskhan | 490 BST. Kangaskhan has an excellent stat spread in base, and all its strong points are improved with Mega Evolution. It becomes tougher, faster, and stronger all around. |
| Drampa | 485 BST. Drampa is very powerful in this game. Its normal weakness of its low speed is less of an issue for Legends Z-A, letting its incredibly high Special Attack truly shine. |
A Tier

These are some of the best Normal-types, held back by a few flaws:

| Pidgeot | 479 BST. Pidgeot is an almost perfect Normal-type. It has above-average bulk and very high Special Attack and Speed. However, due to a lack of any Special Normal moves besides Hyper Beam, it relies solely on its Flying-type moves. |
| Furfrou | 472 BST. Furfrou has decent offensive stats and good moves to make use of them. But its overall stats are still mediocre, and its Defense is sorely lacking. |
| Heliolisk | 481 BST. Heliolisk has high Special Attack stats and excellent moves as well. It is very good all around, with its Defense being its only weak point. |
B Tier
These are Normal-types that have average or below-average performance in competitive play:

| Audino | 445 BST. While Audino has a lot of bulk, particularly in its Mega Evolution, its specialty of healing is not well-suited to Legends Z-A’s ranked combat with limited switches and three Pokemon. |
C Tier

These are the weakest Normal-types in Pokemon Legends Z-A:

| Eevee | 325 BST. Eevee has very low stats on its own. Its real specialty lies in its many powerful evolutions, none of which are Normal-types. |
