When you speak to the NPC there, she explains her need for Skiddo’s leaves to make a fragrance. You will need access to Wild Zone 3, which opens after Main Mission 5: The City in the Shadow of Prism Tower.

Use fast travel to reach Rouge Plaza in the Rouge Sector. The Wild Zone 3 sits in the northern part of Lumiose City. The closest Pokemon Center is the Centrico one; use it to heal and prepare before heading in.
Once inside Wild Zone 3, move toward the southwestern section. Skiddo appears here most frequently, near the front entrance area. It’s active during both day and night. The wild Skiddo you will encounter usually range between Level 6 and 8, though there’s a slim chance of spotting a stronger Alpha Skiddo.
You can sneak up on Skiddo by crouching and moving slowly. Wait until its back is turned and throw a Poke Ball when the capture ring turns green. If you prefer, you can battle it first; its low level makes it easy to weaken without much effort. A regular Poke Ball is often enough, but Great Balls offer extra assurance.
Once Skiddo is caught, go back to the same NPC in the Vert District. She will collect a few fragrant leaves from Skiddo automatically.
