This tier list will aim to provide you with a definitive ranking of every Steel-type Pokemon’s strength in battle.
Disclaimer: Pre-evolved Pokemon will be considered in the same tier as their post-evolution forms. This is because you will eventually be using their evolved forms. The exception to this would be branching evolution paths, which will be classified separately. Moreover, this will also take their Mega Evolutions into account.
All Steel Type Pokemon Tier List For Legends Z-A

S tier means that a Pokemon is one of the best Steel-types in the game, whereas C tier is for the weakest ones competitively.

S Tier

These are the best of the best Steel-types to use in the game:

|---|---|
| Excadrill | 508 Base Stat Total (BST) is already great. Mega Evolution increases this even further and gives this Pokemon an enormous Attack stat. Combined with its high HP stat, you will find it difficult to slay this beast. |
| Lucario | 525 BST is good. Lucario is built for offense, and it does it well. Mega Evolution furthers this capability. You can use Lucario as a Physical or Special Attacker, whatever you want. |
| Skarmory | 465 BST seems lackluster at first. However, upon Mega Evolution, its Attack stat rises sharply, along with good defensive stats too. Overall, extremely balanced with no clear flaws. |
| Metagross | 600 BST already justifies its placement in this tier. Upon Mega Evolution, this Pokemon becomes a stat behemoth. Its crowning stats are its Attack and Defense. |
A Tier
These are the A tier Steel-type Pokemon in Legends Z-A:

| Mawile | 380 BST is extremely low. However, Mega Evolution gives this Pokemon a significant Attack boost to make it good. Its Attack stat, combined with an amazing dual Steel/Fairy typing, places this Pokemon in this tier. |
| Scizor | 500 BST is nothing to scoff at. However, one of the main reasons why Scizor was viable competitively was its Ability, Technician, which is absent in Z-A. However, Scizor has enough Attack to still carry itself comfortably. |
| Aggron | 530 BST is great. This Pokemon has immense Defense and Attack, with somewhat lacking Special Defense. Mega Evolution buffs its Special Defense while also losing the Rock typing to make it a pure Steel type. |
B Tier
The middle ground between good and bad:

| Klefki | 470 BST is somewhat on the low side. However, since this Pokemon cannot Mega Evolve, you can use a good Item to boost this Pokemon’s capability. On top of this, the Steel/Fairy typing is great. |
| Steelix | 510 BST would normally put this Pokemon a tier above. However, although Steelix is a Pokemon built with Defense, its Special Defense stat is crippling. |
C Tier
It is not recommended to use these Steel-type Pokemon competitively in Legends Z-A:

| Aegislash | 500 BST. Aegislash does not lack anywhere stat-wise. However, the main issue arises due to its gimmick. Switching between Blade Forme and Shield Forme is instant in the mainline games. However, in Z-A, this takes too long to be viable in combat. |
