In this guide, we will look at the Non-Restricted Pokemon in VGC that are likely to do well in Ranked Battles in Regulation J.

Regulation J will allow Mythical Pokemon to be used in the VGC format. While the focus will be on these rarely used Pokemon, there are certain non-Restricted choices that will work well alongside them. While some of them have already made a mark at Worlds 2025, others are on the list because they synergize well with some of the best Mythical Pokemon in the meta.
Top 5 Non-Restricted VGC Pokemon for Regulation J
These are among the best non-Restricted Pokemon for the VGC format that are expected to do well in Regulation J:
5) Indeedee-F

A lot of the Mythicals available in Scarlet and Violet are Psychic-types. Indeedee-F can help them by setting up Psychic Terrain upon switching in. Not only does this Terrain give a 1.3x boost to Psychic-type moves, but it also prevents priority moves like Sucker Punch, which can be a problem for them. Additionally, Pokemon like Deoxys, Hoopa-Unbound, Jirachi, and Mew can use the move Expanding Force. This move does 1.5x damage in Psychic Terrain, making it a powerful STAB choice for them.
4) Amoonguss

While Brute Bonnet may have been the one to win Worlds 2025, Amoonguss is likelier to be a consistent VGC presence as a non-Restricted Pokemon in Regulation J. Amoonguss’ bulk, as well as access to Regenerator, is likely to let it stay alive longer, even against multiple Mythical Psychic-types. Plus, its access to Spore and Rage Powder is always useful.
3) Raging Bolt

Raging Bolt has seen decent success at Worlds 2025. This can be attributed to its useful Electric/Dragon-typing, which helps it out both offensively and defensively. It also has the priority move Thunderclap, which can seriously hurt Pokemon like Manaphy if they try to attack first. Additionally, Raging Bolt can act as a partner to Pokemon like Darkrai if it successfully pulls off a Dark Void and puts both opponents to sleep.
2) Incineroar

Incineroar is one of the best Pokemon in the VGC period. However, as a Dark-type facing off against multiple Psychic Mythical Pokemon, this Alolan cat is going to thrive. Additionally, Incineroar also learns U-Turn as a pivot move, which will give Celebi and Zarude a lot of trouble, as it hits them for 4x damage as it switches out.
1) Flutter Mane

Flutter Mane is an extremely powerful Paradox Pokemon. As a matter of fact, it could be considered on par with some Restricted Legendaries, to the point where VGC Worlds 2025 winner Giovanni Cishcke chose to bring it in most of his matches instead of his Lunala. It’s a Ghost/Fairy dual type, which lets it have an advantage over most of the Mythicals in the meta that are expected to do well. Also, its Ghost-typing gives it immunity to Extreme Killer Arceus’ Extreme Speed due to it being a Normal-type move. Thanks to its Speed and Special Attack, it can be expected to KO most of the opponents it faces.
