Restricted Pokemon in VGC are generally powerful Legendaries that are usually either box art mascots or the face of a DLC storyline. As such, to ensure more variety, only two of these Pokemon are allowed on a single team. So players have to carefully pick which two Restricted Pokemon emerge as the best fit and synergize well with their entire team.

5) Zamazenta

Zamazenta has overtaken its competition in Koraidon as the best Fighting-type Restricted Legendary. It has great bulk, high speed, and an ability that gives it a one-time boost to its defense. Additionally, its Fighting-type STAB of choice is Body Press, which uses its Defense stat instead of its Attack stat. This means it is a physical attacker that can deal with Incineroar’s Intimidate and can KO it back with Body Press. It’s also capable of defending its allies from spread moves with Wide Guard.

4) Lunala

Lunala is an interesting Restricted Legendary as it focuses more on support than offense. It is a great Trick Room user and can protect its ally with Wide Guard as well. Additionally, its ability Shadow Shield also utilizes its high bulk, lowering the damage of an attack as long as it is at full HP. That said, it isn’t lacking offensive capabilities as its STAB Moongeist Beam bypasses the ability of the opposing Pokemon. It can also Terastallize to a Fairy-type and spam Moonblast to deal with the Dark-types that would usually give it trouble.

3) Miraidon

Miraidon is blisteringly fast and hits really hard on the Special side. Its STAB Electric-type damage output is further boosted by its ability Hadron Engine, which sets up Electric Terrain and gives its Special Attack a boost under it. Additionally, its signature move, Electro Drift, deals more damage when it hits a super-effective target. It even has access to the Electric-type pivot move Volt Switch. Thanks to all of this, and its additional Dragon-typing, it’s very likely that Miraidon will leave the opposition short of a few Pokemon whenever it enters the field.

2) Calyrex Shadow Rider

Calyrex Shadow Rider has one claim to fame, which is spamming its signature Astral Barrage. It doesn’t have the best coverage options but it has useful support moves in Encore to lock the opponent to a single move and Disable to prevent them from using a move. While this version of Calyrex is a bit frail, relatively speaking, for a Restricted Legendary, its Special Attack stat of 165 and Speed stat of 150 as well as access to the boosting move Nasty Plot, make it a top-tier threat.

Calyrex Ice Rider has a few things over its Ghost-type counterpart. While it has 165 Attack as the physical counterpart as opposed to Shadow Rider being the special counterpart, it also has amazing bulk. Its defense stats read as 100/150/130 and has access to the move Leech Seed, which saps the opponent’s HP while healing the user. And while it’s very slow, it also has access to Trick Room so that slower Pokemon can move faster. All of these factors make Calyrex Ice Rider the strongest Restricted Pokemon in VGC right now.
