After you manage to arrest all thirteen suspects from the Carriers of the Vine quest, you will need to collect the conspiracy evidence and then rescue all the civilians from the map. Fortunately, the conspiracy evidence is not difficult to find, as it is located in the same place for everyone and is not randomized. To find this evidence, head to the area where you previously arrested Eve Nader.

Make your way to the living room and then take a right. You will find yourself in a corridor. From here, look for the room that leads to the greenhouse. In this room, you will find many piles of wood, paper, photographs, and more. Interact with these boards to collect and bag the Conspiracy Evidence.

Arresting Cult Members

In total, there are five civilians in this quest. What makes it tricky to apprehend them is the fact that they all wear the same outfits and will not cooperate. You might have to use a little force. However, keep in mind not to shoot or kill them, as this will cost you the S rank.
