To start this quest, you will first need to complete the Eye of the Lake tale. You can access this particular riddle only after you’re done with that questline. You will need to speak with Daisy Took to get this riddle underway. She will tell you the following riddle:

In the heart of the forest, it calls. Where the river doesn’t run, it falls. Where the water doesn’t babble, it roars.

We suggest undertaking this quest right after completing the Eye of the Lake tale. This will make your experience much smoother.

How To Complete the Water That Roars Riddle in Tales of the Shire

The first thing you need to do is head to the location where the Eye of the Lake tale ends. From this spot, move inside the forest by staying on the right-hand path. Keep moving ahead until you reach a fork in the road. From this fork, again take the right path and pass underneath the archway that a tree log creates. Once you move far enough along this route, you will reach a wide clearing.

Keep an eye out for a white bridge in the vicinity. Just near that bridge, you will spot the blue sparkles. It’s due to the intense sounds of the water in this spot that the riddle refers to it as “roaring.” Interact with the blue sparkles to complete this riddle. You can then move on to the next one.
