From Agent Level to SHD Watch. Read our guide on how Tom Clancy’s The Division 2’s ranking system works.

The Division 2 drops players into a post-pandemic Washington D.C., where the key to survival is strategic combat and teamwork. As an agent of the Strategic Homeland Division, you restore order in a city overrun by hostile factions. With The Division 2, Ubisoft has created a progression system designed to keep players engaged. Whether they’re levelling up, optimizing builds, or competing in endgame activities, there is always something for players to do.
A crucial part of The Division 2 is the ranking system, which determines your agent’s power, unlocks new content, and tracks your accomplishments. Moreover, this gameplay mechanic can be confusing for newcomers as it shifts gears a couple of times. From level-based progression to specialized endgame ranks, understanding how different tiers work will help you maximize your efficiency.
In this article, we explain all the ranks you’ll encounter in The Division 2.
The Division 2’s Ranking System Explained
Base Levels (1-30)

The main progression system during the campaign. It’s from Level 1 and goes all the way up to 30. This unlocks different skills and perks for your character with access to higher-tier missions. The fastest way to level up is by completing the story and side missions.
World Tiers (1-5)

World Tiers ranks are accessible once you reach Level 30. This significantly increases enemy difficulty but also improves loot quality. Players can further their character progress by completing Strongholds and increasing Gear Score.
Warlords of New York Ranks (31-40)

This part can get confusing for new players. Once you start the Warlords of New York expansion, you do away with the Gear Score and World Tiers system. After arriving in New York, your current rank starts from 31 till you reach a level cap of 40. If you reach level 40, you won’t be able to level up your character anymore. Moreover, the gear that will drop for you will all be capped at 40 as well.
SHD Levels

This is another level of character progression after reaching level 40 or by completing the Warlords of New York expansion. This is The Division 2’s endgame progression mechanic. It has infinite scaling and is separate from your main levelling system. Each level boosts attributes and stats like weapon damage, armor, and skill efficiency.
