As mentioned earlier, you can gain clan affinity in the game. For this, you need to get access to all of the clan representatives, which become available for interaction after you become the Sheriff of Seattle. Afterward, you need to fulfill specific objectives, which vary from leader to leader.

Patience asks you to bring nine crosses, Fletcher tasks you with removing anarch graffiti around the city, and Silky wants you to disable security cameras scattered throughout the city. Upon completing these tasks, you will raise clan affinity. Once you have enough of it, the required skill points to unlock abilities will decrease.
