Normally, you can add characters who have awakened to their Persona to your party. This was the norm in previous games as well, up till now. However, this formula is now being changed in Persona 5: The Phantom X.

Now, if the protagonist, Nagisa, meets a character in the real world, they can add them to the party even if they don’t have a Persona of their own. This is the basis of the Phantom Idol mechanic. The term itself, Phantom Idol, was coined by Merope, the Velvet Room attendant, after seeing how these cognitions support Nagisa like idols.

These Phantom Idols are based on the convictions and personalities of their real-world counterparts However, they are merely a cognition of Nagisa, conjured up by Merope to assist in battle. So, these characters do not have any bearing on the overall main story. Instead, they only exist to make combat easier by giving players more characters to use.
