Shady Sam is a merchant in Oblivion Remastered who hangs out at an inconspicuous spot outside the Imperial City walls. Operating just beyond the law, he provides early access to hard-to-find items that benefit stealth-focused characters, especially those building toward a thief or assassin playstyle.

Shady Sam deals in goods of the rogue variety and is an excellent source of lockpicks in the early game before joining the Thieves Guild and gaining access to their fences. He is also one of the few traders who sell Skooma and cannot be persuaded through the minigame to lower prices.

To find Shady Sam, approach the Imperial City walls from the west. Ahead of the bridge over Lake Rumore, turn left at the gate near Chestnut Handy Stables and head north while hugging the city wall. As you trek uphill, you will find Shady Sam nestled in a recess in the wall. The location is north of the Talos Plaza District door. As you approach, Shady Sam will whisper and invite you to browse his wares. 

Shady Sam Inventory and Characteristics 

Shady Sam is valuable for acquiring lockpicks. He has 30 lockpicks in stock, which will reappear the following day even if you purchase them all. His supply comes in handy during the early game when your Security Skill is low and a large number of lockpicks are needed to open doors, chests, and chapel undercroft entrances. In addition to lockpicks, Sam sells a variety of potions, Skooma, and has 400 gold available for barter. 

Shady Sam is one of only three merchants in Oblivion whose disposition toward you cannot be raised using the persuasion minigame. As a result, haggling with him can be tricky, and you will likely have to pay the full price of 180 gold for 30 lockpicks.

He is also one of only two merchants in the game who sell Skooma. Despite his name and appearance, Sam does not buy stolen goods. He is available day or night, at all times, and you can invest in his store.
