The Shield Saw is an upgrade for your normal shield that you’ll unlock at the beginning of Chapter 2, Hebeth. This is one of the mandatory upgrades that you’ll find while playing through the main mission. So, you don’t have to explore the map completely to look for it.

Once you acquire it, you’ll see a series of jagged, teeth-like structures appear all around the outside of your shield. And these teeth will keep rotating, which tells you just how devastating it will be when it comes into contact with demon flesh and bones.
