Barrel: A fusion rifle’s damage directly correlates to how many bolts hit its target, so making sure its easy to hit every bolt is very important. The Arrowhead Brake makes the recoil pattern much more manageable.
Battery: The more the fusion rifle magazine holds, the better damage output it has, making Enhanced Battery an amazing choice for any fusion rifle. The Royal Executioner benefits from it even more with the Envious Assassin and Reservoir Burst combo.
Column 3 Perk: There are a few decent perks in Column 3, but only one that stands out. Envious Assassin will allow the Royal Executioner to overfill its Magazine. This would be powerful in its own right, but if it is combined with Reservoir Burst, it can cause that perk to be active far more than normal.
Column 4 Perk: While an argument can always be made for Incandescent on any weapon, Reservoir Burst will allow for some powerful plays that just can make this weapon absolutely shine. More damage and causing enemies to explode is just a potent combo.
Origin: No choice here. There is only one trait. A fun little passive benefit.
Masterwork: Range is probably the best choice here, although any Masterwork other than Charge Time will be great here.
Mod: In most PvE activities, the damage-increasing perks are the best choice. Quick Access Sling will also work.
Conclusion: The Royal Executioner has the potential for some powerful plays in PvE with the Envious Assassin and Reservoir Burst combo.

Barrel: Like PvE, Arrowhead Brake would work here, but having more Range in PvP is always paramount. Hammer-Forged Rifling gets this without any sort of negatives.
Battery: Range is always the play in PvP so Projection Fuse will be the go to perk. Liquid Coils wouldn’t be bad either, although it will take some getting used to the longer charge time.
Column 3 Perk: This combination will seem odd, but it’s obvious that this weapon’s PvP pool is lacking in Meta choices. It does make up for it with interesting choices though. Offhand Strike will increase the gun’s stats when firing from the hip after a kill.
Column 4 Perk: Faster charge time on a fusion rifle can be a godsend in PvP. Successful Warm-Up is a great perk that makes your kills after the first one just a little bit easier.
Origin: No choice here. There is only one trait. A fun little passive benefit.
Masterwork: While its true that Range and Stability both work for PvP masterworks, this is a god roll post, and Range definitely is better than Stability for PvP in almost all cases.
Mod: You can never go wrong with a Targeting Adjuster Mod in PvP. It always is a good choice. That being said, sometimes special weapons need to be pulled out in a hurry, and as such Quick Access Sling takes the cake.
Conclusion: This weapon definitely feels more PvE focused than PvP, but the interesting combo of Offhand Strike and Successful Warm-Up has just enough potential to be interesting.

You should get Royal Executioner Fusion Rifle because it is an easily acquirable and craftable Fusion Rifle. It has access to some great PvE perks, and has some potential in PvP as well although there are better options. As of Season of Defiance, it is the only craftable solar Fusion Rifle. How to Get Royal Executioner in Destiny
To get Royal Executioner in Destiny 2, players must own Season of Defiance and complete the “Awaken, Queensguard” mission. This will open up the Seasonal Playlist, Defiant Battlegrounds, which drops all of the Season of Defiance weapons, including Royal Executioner. Defiant Battlegrounds can drop Royal Executioner or another Defiant weapon or Armor Piece. You can use a Defiant Key also to get a Resonant version of Defiant weapons as well. The Defiant Battlegrounds playlist is found on the HELM.
You can also focus your Defiant Engrams that you earn at the War Table Found in the HELM if you have the Defiant Weapon Focusing War Table Upgrade. It cost 4 Defiant Engrams and 3000 Glimmer to do this.
