In the case of the Bo Capital, you can unlock the Consort Set by interacting with an NPC called Yu Xia. You can spot this NPC near the shrine, and you can start a conversation with them.
The shrine is located near the Capital Entrance. Speak to Yu Xia and finish the initial conversation. After speaking to Yu Xia, you must rest at the nearby shrine and head back to Yu Xia’s location. You can see the Consort’s Skirt along with the full set glowing on the ground.
