This is a unique mechanic that is one of the first few roadblocks you face when heading out into the world of Death Stranding 2.
While Timefall is a big event at first, it quickly turns into a nuisance. You’re forced to seek shelter and wait out the rain to protect your cargo. To combat this and keep your cargo safe, Backpack Covers are an accessory that helps negate the effects of Timefall. The covers wrap up the cargo on your back, with their material protecting the cargo from the aging effects of the rain.

How To Unlock Backpack Covers in Death Stranding 2

In order to unlock Backpack Covers in Death Stranding 2, you’ll first have to play through the game’s story and make it to Episode 8. In this episode, head to the F5 East Distribution Center and talk to the Fisherman. The Fisherman will assign you Sub-Order 116, which you then have to complete to connect him to the Chiral Network.
Once the Fisherman is connected to the Chiral Network, you can raise his Connection Level to Level 2, after which you can get the Backpack Cover as a reward. This Backpack Cover is only Level 1, however. If you wish to acquire the superior Level 2 version, you’ll have to raise his Connection Level further up to Level 4.
