To start The Onryo Bounty in Ghost of Yotei, you first need to complete The Oni or The Kitsune questline. You can’t miss these two quests as they are tied to the main storyline. You can complete either of the two, and this bounty will start appearing in bounty boards throughout Ezo. Checking out the bounty, you will notice how it’s referencing your progress in the game.

You Can’t Complete The Onryo Bounty in Ghost of Yotei
While you can definitely pick up the quest and accept it, you cannot complete The Onryo Bounty. The target of this bounty is Atsu herself, making it impossible to finish. The purpose of this is for you to know how your actions affect the world of Ezo. Needless to say, it’s far different from the usual bounties you accept for coins. Rather, it’s a feature that adds immersion, showcasing how your reputation changes as you get closer to your goal of pursuing the Yotei Six.
