The main ingredient for getting a possession of the green dye is cactus. Now, the possibility of randomly stumbling upon cacti is dependent upon the biome in which you spawn.
Where To Find Cactus in Minecraft

Cacti generally spawn naturally in both the desert biome and the badlands biome. Out of the two, there is a higher spawning chance in the desert biome. Cacti grow up to three blocks in height, giving you three blocks upon mining the base. The cacti can be mined with any tool, including your hands, meaning you won’t have to worry about losing the resources.
Apart from naturally spawning in those biomes, you may also spot potted cacti in the homes of villagers or inside igloos in snowy biomes. Sometimes, even the wandering traders may have some cacti up for trading. Once you find enough cacti, take them back to your base. Before using them all, keep a few spares to plant them so that you won’t have to worry about running out of stock.
To plant a cactus block, you will need a base of either sand, red sand, suspicious sand, or another cactus block. When planting, also remember to space them out with two empty blocks in between. This will allow easier harvesting and prevent you from losing health.
How To Create the Green Dye in Minecraft

Once you have the cactus, the next step is to smelt it. For this, you would require a furnace or a blast furnace. These can be crafted using cobblestones or iron, respectively. You would also be needing either coal, charcoal, wood, or lava to help fuel the furnace with the required heat.
Once your furnace is ready, place it on the ground. Now interact with it and place the burnable item in the fuel slot below and the cactus block in the item slot above. Wait a few seconds, and the green dye will be ready to use. You can now collect the dye, which can be used for dye wool or to change the color of glass, carpet, or concrete powder, among others.
