To get the Amulet of the Drunkard, move north from Rivington to Wrym’s Crossing into the point of interest Sharess’ Caress. This is the same area you walk through to meet Raphael early in Act 3. In the entrance, you will encounter a bar tender named Hoots Hooligan. They will ask you to try their special brew, Hoots’ Hooch. You simply need to accept the offer, regardless if you drink it. There her inventory will expand selling not only alcohol but the Amulet of the Drunkard.
How to use Amulet of the Drunkard in BG3?
To become drunk, consume camp supply alcohol like Mug of Beer, Wine, etc. You will then gain two turns of this condition. After you are drunk, you can then enter combat, which will trigger five extra turns of the status effect. Now engage with any enemy and defeat them in order to get the Punch Drunk achievement.
