Where To Find the Improved Holtzman Actuator in Dune Awakening?
In order to find the Improved Holtzman Actuator, you need to make your way to the Deep Desert area in Dune Awakening. This is an endgame PvP area, so you need to be very careful when going there.
To travel to the Deep Desert, you need to go to the Western or Eastern Shield Wall. Once there, keep heading north toward the edge of the map until you see a blue barrier. Cross the blue barrier, and the game will then take you to the World Map, where you can select the Deep Desert as your destination.

Once in the desert, keep flying toward the center until you see a smoke trail in the sky. Follow the trail, and you will discover a wreck. Open the ship hatch using a Cutteray, and you will find the Improved Holtzman Actuator within.
